Developing a Prototype of Artificial Intelligence
As part of my master's thesis at TalTech, I have cooperated with my supervisor Richard Michael Dreyling III on developing a model that is currently in the testing phase for collecting feedback from public organisations in Estonia and experts in the field. Based on that feedback, the model can be developed into a full-fledged self-assessment tool.

Carried out a Western Balkan Regional Study on Digitalisation in Government (Regional School of Public Administration)
With the help of a team of experts, I wrote the report on where the WB countries stand on the digitalisation in government journey, and how well they do against international benchmarks and also in pursuing new technologies (e.g., AI) and coping with emerged challenges (e.g. cyber security). Finally, the study introduces the concepts of public services portfolio management and enterprise architecture to stimulate thinking around the ways forward to systematically improving digital services to the public and the management of ICT resources in government. https://shorturl.at/oxISW

Developed Guidelines for Service Delivery Continuity Planning for Serbia (OECD/SIGMA)
I assisted the Government of Serbia with developing the Guidelines for Service Delivery Continuity Planning, the need for which stems from the COVID-19 crisis which hit hard some of the government bodies and therefore also the citizens and businesses. We proposed a 7-step (risk) analysis to lay the foundation for continuity planning: 1) Describing administrative services; 2) Identifying and describing service users and servicing channels; 3) Catogorising and prioritising administrative services according to the level of physical contact required and their urgency or relevance to users; 4) Identifying activities required to provide the services; 5) Identifying resources for activities; 6) Conducting COVID-19-specific scenarios; and 7) Planning for preventive and mitigating measures.

Prepared a case study on ‘Top Civil Service Development Programme’
Under the study ‘Progress Assessment of the ESF Support to Public Administration Development’ developed a case study from Estonia. See more: https://lnkd.in/dJ3wQ7E
